概述
環境問題通常是經濟問題的體現。舉凡對自然資源的取用,無不是為了經濟體制的延續與發展。 這使得我們看待環境問題時,不得不將注意力分配給與之對應的經濟事項。此外,並不是所有經濟體制都會對於環境造成不可回復的傷害,因此經濟與社會的關係也是理解環境問題時不可或缺的主題。這兩種意義上的環境「問題化」—經濟發展造成的環境條件惡化以及這種惡化被識別和承認為問題的過程—正是本課的核心目標。 經濟與社會就算不能夠片面的決定環境,但正是由於前兩者與後者的相互依存,才使得自然資源的榨取變得理所當然。例如:建立在經濟的「成長體制」之上,才使得低廉的自然資源取得變得理所當然;而且社會群體更必須相信自己將是這種成長體制的最終受益人,低廉自然資源的取得體制才足以正當化。 這門課程的目的是探討環境、經濟與社會之間的關係。社會經濟體制如何造成環境危害?特定的環境現象又為何能夠(或不能夠)被承認為問題?以及,在什麼程度上,我們應該承認環境也在我們的社會與經濟體制當中扮演舉足輕重的角色? 這堂課希望可以促進同學思考環境議題複雜性,往後在看待、評估和嘗試著手解決環境問題的同時,能夠體認到:單一環境問題的解決往往沒有直接了當的答案,必須深入環境問題的表象並且認識到與之密切相連的社會群體與利益。
