本課程探討科學技術國家與全球化間的關係。我們將以戰後至今的東亞技術發展為主題,帶領學生思 考從冷戰後冷戰到新冷戰下科技發展的脈絡及其背後複雜的地緣政治。本課程將與韓國科技大學工程 學院合作,以全球化課堂的方式進行,着重培養學生以下能力: 1. 跨人文與工程領域的主動學習 Interdisciplinary and active learning 2. 跨國界與跨文化思維 Transnational and cross-cultural perspectives 3. 批判性的思考全球與地方的關係 Reflection and critical thinking 4. 跨文化語境下偏見的自覺與反思。Awareness and Reflexivity 5. 跨文化的溝通能力。Cross-cultural communication 這些能力將有助於工程系學生打開國際視野,深入思考個人、社會、國家與全球共同體間的聯繫, 並從中探討工程師的專業認同與社會責任。 Thomas Friedman in his best-seller “The World is Flat” portrays a globally connected “flattened” world in the 21st century through rapid technological progress, such as mobile phones, the Internet, and open source programs. Yet recent global changes continue to suggest that we are still living in an uneven world full of economic inequality, unfair resource distribution, and asymmetric national power. For example, during the pandemic, three-quarters of vaccines have gone to high- and upper-middle-income countries leading to “vaccine nationalism”. Interestingly, rather than serving as neutral, objective tools, science and technology often play a critical role in shaping both the illusion of “globalization” and the ideology of nationalism, This course invites students to explore the dynamic interplays among science, technology, the formation of national and global communities. Drawing from history and sociology of science & technology, the course takes a transnational approach to addresses the following questions: Is science borderless or a manifestation of national interest? Why do certain technologies succeed in one country but fail in another? Do different countries take on different paradigms and paths of innovation? What is considered “good, safe design” and “ethical conduct” in different socio-political contexts? How do science and technology impact local societies and shape national identity? What “global communities” and global hegemonies do science and technology construct? To cultivate the comparative insight and cross-cultural understanding, this course will be operated under the format of Taiwan-Korea Global Classroom, a platform for developing collective learning and research experience with our global partner—The University of Science and Technology (UST) in Korea. Taiwan and Korea are known as the Four Asian Dragons with rapid industrialization and economies in the late 20th century. Science and technology plays a critical role in both societies as a means of revamping the postwar socioeconomic and political order in the local and the global scale. However, there are also significant differences between Taiwan and Korea, in terms of history, culture and geopolitical situations. The comparison of the similarities and differences between these two economies thus serve as a critical lens to further examine the interplay between science, technology, and the development of world communities.

This course is design as a Taiwan-Korea Global Classroom co-instructed by Prof. Sharon Ku (NYCU) and Prof. Jongmin Lee (KST) to promote engineering humanities education across borders. During the course period, each NYCU student will be paired with a global partner from University of Science & Technology Korea to conduct interviews, homework assignments and a collaborative research project. Four teaching formats will be used to facilitate the course progress: 1. Synchronous Lectures: Synchronous GC joined by KST collaborators will be hosted by two instructors. Comparative case studies and analyses will be introduced with breakout room discussion to help students comprehend the interplay among science, technology and the formation of world communities in various socio-political contexts. 2. Prompt-based Interview: Students will conduct three sets of prompt-based interviews with their global partners through which to exchange learning outcomes and detect biases and stereotypes in cross-cultural communication. 3. PECE Digital Infrastructure for collaborative homework and research data curation: The digital archival platform PECE (Platform for Experimental Collaborative Ethnography) will be implemented in this course to facilitate epistemic diversity and comparative insights in cross-cultural learning and research. Students will learn how to use PECE to produce and curate their homework assignments and collaborative term projects. A tutorial section will be offered for the methodological training. 4. Collaborative term project: Each pair will conduct a research project to investigate science and technology across borders.
