1. To identify the major issues and key evaluation dimensions in the health and welfare system by encompassing a broader and more integrative look at the role of both population (or public) health/wellbeing , personal (health, social and long-term ) care services in enhancing community and individual well-being. 2. To define and illustrates the application of effectiveness, efficiency, and equity criteria for assessing health care system performance – concepts and method – policy strategies, evidence, and criteria: empirical applications of 3 Es in evaluating specific health and welfare policy alternatives. 3. To familiar students with the actual applications of health service research on specific contemporary health and welfare policy topics in regard to the conceptualization, research framework, measurement, and other methodological issues. 4. To apply the above knowledge to design a study to evaluate a health, welfare and long-term care program, health, welfare and long-term care policy.
