Have you ever cycled along the 17-kilometer Coastline that connects Hsinchu Nan-liao and Xiangshan Beach to enjoy the scenery of the sunset, wetlands, and windmills, as well as the famous seafood and fish market? Did you ever notice that next to these tourists' spots is a row of low-ceiling houses, accompanied by installation art decorated with driftwood, fishing nets, and floating balls? Do you know there is an Amis tribe in Hsinchu named Naluwan, whose residents have lived in these houses on a narrow street next to the above large-scale modern facilities and tourist attractions for nearly half a century? Leveraging on the case study of Naluwan, this course explores housing issues and dwelling politics in contemporary Taiwan: what motivated the Naluwan Amis to move from Taitung to Hsinchu? Why did they choose not to rent houses in urban areas but to build their houses on state-owned lands surrounded by riverbanks, highways, and large wind turbines? How does Naluwan maintain the sense of community and the Amis identity when the younger generations are leaving the tribe for study or work? While the government continues to expropriate the coastal lands for tourism, along with the increasing housing prices in the city, where is the future home for the Naluwan people? Who has the right to decide? The challenges faced by the Naluwan people should not only be understood as indigenous issues; rather, they reflect the imbalanced development between urban and rural areas in Taiwanese society, due to rapid industrialization and social transformation. Is high housing prices and high mortgage rates an inevitable outcome of economic growth? Is the right to adequate housing a basic human right that needs to be protected? How do we find "home" in an age of globalization where high mobility is a prerequisite for effective work? Using Naluwan as a mirror, this course also invites students to contemplate the meaning of home and spatial justice in contemporary mobile society.
