概述
人類的歷史上有不同規模範圍的移民現象,其中有的是自願遷移尋找機會,也有被迫的離根流離,不管屬於何者,移民現象的產生並不只是移民個人的處境問題,而是呈現人類社會經濟和政治結構過程的產物,是國際間不同價值體制的差異或利益衝突的直接受害者,尤其是被迫遷移的難民群體,通常因為戰爭或貧窮,連根拔起遭受苦難與生存的困境,但這些問題並不是偶發的過渡現象,只要隨著迫使遷徙流亡的條件消失將能重回家園。歷史事實告訴我們,流亡的條件是否改變與是否能夠重回家園都不是必然的。 難民現象一直都是跨領域的議題,1980年代開始,以國際關係、法律、政治領域為主並擴及人類學、地理學、社會學、文化研究等領域,也是當前全球化研究,以及民族國家與移民政策等重要的議題。本課程(一)介紹在社會學和人類學的難民研究理論取向,並以西藏流亡難民為案例探討難民處境,以及這些處境所觸及的研究議題。(二)國境控管與人權政治的關係,分別呈現在台港人和在台藏人的處境,以及臺灣當前難民法在立法過程中的論辯。(三)本課程也討論無國籍者的案例,理解當代民族國家的國界關卡與移民政策如何製造無國籍。
