環境外交

課程綱要: The objectives of this course are the following: to discuss the causes, impacts and policy responses to global environmental issues; to examine players, events, and policy development processes in international environmental politics, and, in the end, to understand the worldviews of environment and approaches to establish global environmental governance. 教學目標: Global environmental problems cannot be solved through unilateral action and domestic policy alone. This course explores how nations identify these environmental problems, design and negotiate solutions and implement policies to change national behavior. It combines environmental science and political science, with focuses on the environmental aspects of science technology and society (STS) studies. Under the framework of the United Nations treaties, it discusses a spectrum of issues ranging from climate change, food regime, persistent organic pollutants, endangered spices, coffee politics and energy transition. More specifically, it examines state actors, sub-state actors and civil society actors and how they play out in global environmental governance. STS Issues such as scientific uncertainty, social construction of climate science, translating science to policy- making, citizen science in energy transition are also addressed in this course. Additionally, this course will be conducted in group discussion and group presentation. With a learner-based approach, your active class participation is greatly encouraged and necessary.
