1. Social Background: Importance of digital transformation law In recent years, digital technology has profoundly impacted our society, environment, and the world of business. However, this development is not always beneficial. Aspects such as information overload and unexpectedly accelerated digital growth can place strains on governments, small businesses, and society as a whole. 2. Course Goals This course aims to identify these challenges and explore strategies to address them effectively. To achieve this goal, the course will cover two primary dimensions: consumer protection and small business protection. First, we will explore the interaction between digital technology, sustainability, and consumer protection law. Key legal topics will include misleading practices, advertising, and warranty laws, emphasizing consumer rights. Second, we will explore aspects of small business protection, discussing how unfair and anticompetitive practices can impede business growth driven by small businesses and startups. Key topics will include vertical restraints, free-riding activities, and other consumer welfare-reducing practices. As part of the course, students will participate in a group discussion. By the end of the course, students will have developed a comprehensive framework for promoting fair and sustainable digital growth.

This is a lecture course that will primarily be taught in English. Chinese instruction is available upon student request. Students will be assigned reading materials before each class. Synchronous classes are open, and online students will be graded in the same manner as those attending in person.
Grades will be assigned in accordance with the following: (1) Attendance: 20%. In-person attendance is strongly preferred but not required. (2) Participation and performance in class discussions: 20%. (3) Final paper: 60%.
