概述

本課程旨在回應新興科技(如人工智慧、智慧生醫、智慧金融)所帶來的嚴峻治理挑戰。在一個充滿不確定性、價值衝突與高風險的時代,傳統的、由專家主導的事後評估模式已然失靈,造成了巨大的治理落差。我們如何能從被動地「回應」危機,轉向主動地「塑造」一個更負責任的科技未來?這門課將帶領學生進行一場從「評估」到「治理」的思想與方法論之旅。我們將從回顧傳統科技評估 (TA) 的歷史與侷限出發,到預期性治理的理論與實踐。課程的核心將聚焦於兩個前沿概念:「科技評估」 與「預期性治理」。釐清科技評估的真正意涵,將社會反思導入創新的過程,探索預期性治理如何透過前瞻、參與及調適性管理,建立回應不確定性的制度能力。學生將不僅學習理論,更將透過案例分析與實作演練,培養設計與執行治理機制的能力,培養學生具備跨領域視野、反思能力與實踐智慧,以應對未來複雜科技社會挑戰的知識工作坊。 This course responds to the pressing governance challenges posed by emerging technologies such as Artificial Intelligence, biomedicine, and finance. In an era defined by uncertainty, value conflicts, and high stakes, traditional, expert-led, post assessment models have proven inadequate, creating a significant governance gap. How can we shift from passively "responding" to crises to proactively "shaping" a more responsible technological future? This course will guide students through an intellectual and methodological journey from "assessment" to "governance." We will begin by reviewing the history and limitations of Technology Assessment (TA), then advance to the theory and practice of Anticipatory Governance. The core of the course will focus on two cutting-edge concepts: "Technology Assessment" and "Anticipatory Governance." We will clarify the true meaning of technology assessment, integrating social reflection into the innovation process, and explore how anticipatory governance builds institutional capacity to respond to uncertainty through foresight, participation, and adaptive management. Students will not only learn theory but also cultivate the ability to design and implement governance mechanisms through case studies and hands-on exercises. This course is designed as a knowledge workshop to equip students with the interdisciplinary perspectives, reflexive capabilities, and practical wisdom required to confront the complex techno-social challenges of the future.
